    To execute your plan you must estimate the budget that should not put extra load on your pocket. So our second thing is  BUDGETING.

After budgeting you should select the location(a good place in crowded area/market area).In this way your third thing comes i.e.LOCATION. Now the most important thing i.e.SERVICES.Make a chart of your services and prices which makes things easy for you. From this chart you can provide some discount to your regular or close customer. To bring them back and add them to your Repeat customer list.
